Offline accessible components

Can you make a list of any parts of the project you'd like to see available offline? I saw in one post you'd like a "safety plan" available offline, regardless of data connection. A lot of this stuff probably falls into the second judging metric, "Ability to initiate and sustain relevant information according to user need and location." We can probably come up with our own idea of "relevant" information, but are there any expected information?
In the description it reads, "Proposed activities can include but are not limited to: live chatting via the National Suicide Prevention Lifeline Web site, safety planning, SMS functionality, scheduling functionality and appointment reminders, and mapping/transportation functionality showing locations of health care resources."
I see these are mostly just suggestions. For example, as far as I can tell, live chatting doesn't actually exist on the National Suicide Prevention Lifeline website, so I can't find what we'd actually connect the mobile app with. Are there available any existing resources that we can connect programmatically?

I am also interested in what exactly must be offline, since I think that's quite a huge constraint on web developers.
Also, is there any way we can build a prototype that works online, and after judging, we can work on converting it to a native app?

The 2 things that need to be available constantly are the individual safety plans and the National Suicide Prevention Lifeline #. Since the individual would generate the safety plan they need to have access to it. All other items I see as being dependent on internet access.
